Maison Chance Vietnam is a non-governmental organization (NGO) with a humanitarian mission, free from any political or religious alliances, and recognized by Vietnamese authorities since 1998. The operating permit of Maison Chance is renewed every year. In Vietnam, Maison Chance has a new local partner since the end of 2007, the Association for Poor Patients of the City of Ho Chi Minh. A local partner is a standard requirement by the authorities for all NGO operating in Vietnam. While this requirement is applied to all NGO, Maison Chance has always retained its liberty of operation, including long-term and short-term planning, staffing and organization. Approximately 40 people are currently employed by Maison Chance and a dozen of volunteers, with both Vietnamese and foreigners providing regular support. Maison Chance Vietnam is able to operate and develop through an established network of supporters from around the world, which raises funds to support activities and projects in Vietnam. This network is driven primarily by national associations coordinated by the International Federation Maison Chance, founded in April 2009. The Federation supports the activities of Maison Chance Vietnam by offering consultation, training, recruitment of volunteers, and by coordinating the deployment and shipping of medical and educational materials. In addition to these tangible resources, its mission is also to ensure transparency in all aspects of the funding of Maison Chance in Vietnam. Accounting practices are absolutely transparent across all the Maison Chance associations and allow each donor to verify the use of donations and contributions. The Charter of Maison Chance is committed to ensure that administrative costs do not exceed 10% of the funds collected. Management The overall operational management of Maison Chance is guided and overseen by its founder, Tim Aline Rebeaud, who is also Vice-President of the Management Committee. Mr. Pham Hong Ky is the current President of the Management Committee. All other members of the Management Committee are permanent employees of Maison Chance in charge of administration and programs management. The Management Committee meets on a weekly basis to discuss such things as daily activities of the Shelter and the Take Wing Centre, administrative functions and scheduling medical follow-ups of beneficiaries. An annual meeting allows members to review the past year results and propose guidelines for the following year’s activities and programs, in conjunction with input from the International Federation of Maison Chance. Staff Maison Chance currently employs 40 people (18 women and 22 men). Six former beneficiaries and a volunteer were added to the official staff list in 2010.
* Currently three members of the Administration Department and one member of the Training & Education Department is also a member of the Management Committee Volunteers Maison Chance works with several Vietnamese volunteers, including physicians, teachers, cooks, and sales volunteers. Physicians have a long tenure with Maison Chance and are always available in case of emergency. Overseas volunteers from all over the globe also come to Maison Chance Vietnam to contribute their time and effort, mainly in the areas of healthcare and education. |
